Berwil - I communicated with the person I bought the 1650 from and he said the points were replaced two years ago and that they set the timing then and he hasn't used it much. So, I think the timing should still be set - but it couldn't hurt to double check.

I wanted to report back on the process of this issue.
I rebuilt the carb (OEM Kohler rebuild kit $11 on Amazon), made the necessary adjustments to the main and idle fuel screws / needles, including the idle RPMs using Signstek's handheld tach ($15 on Amazon), replaced the spark plug with an NGK B6L ($4 on Amazon), replace the spark plug wire with OEM wire kit, and set the timing. The tractor is now fume free! Now I'm thinking the main fume issue was from excess fuel due to the carb being in bad shape when I bought it. I was originally considering extending the muffler through the grill but I don't see a need for that at this point.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.
MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
