Berwil - I communicated with the person I bought the 1650 from and he said the points were replaced two years ago and that they set the timing then and he hasn't used it much. So, I think the timing should still be set - but it couldn't hurt to double check.

I wanted to report back on the process of this issue.

I rebuilt the carb (OEM Kohler rebuild kit $11 on Amazon), made the necessary adjustments to the main and idle fuel screws / needles, including the idle RPMs using Signstek's handheld tach ($15 on Amazon), replaced the spark plug with an NGK B6L ($4 on Amazon), replace the spark plug wire with OEM wire kit, and set the timing.

The tractor is now fume free! Now I'm thinking the main fume issue was from excess fuel due to the carb being in bad shape when I bought it.

I was originally considering extending the muffler through the grill but I don't see a need for that at this point.
