Hey, you need to try a few things. If you have done this already, then disregard.
1. Check your hydraulic pressure at the hydro pump. Max pressure should be around 600 psi 2. If you have that much pressure at the hydro, then remove a line from the power steering cylinder and check the pressure of said line with steering wheel maxed voth ways. 3. Reply with your findings.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester.
