To me it appears to be a stud spacer on a K series. I just put the head back on my K301 and your measurements are right on the money for the stud spacers to mount the fuel tank bracket and muffler shield/ support.

Those do look like those spacers, but how they would show up near the center of the garage floor right after I used the 1572 to snow blow the driveway, especially after the 149 has been gone for so many years.
