Default 2160 brake pad replacement?

I have a model AGS 2160 lawn tractor and it appears that the brake shoes have worn out. It won't stop any more, but the pedal and linkage are all working properly. The brake lever on the side of the transmission moves its full range - enough to engage the spring on the linkage, but it won't stop the wheels.

Looking at the location of the braking mechanism in the diagrams, it appears that I will have to remove the whole transfer case from the frame to get at the brake shoes. Is this really the case, or am I missing something obvious? If I really do need to pull the transfer case out, how big a job is that? Is there anything else to check that could be the problem?

edit: sorry - looks like I may have posted this in the wrong category - if a mod could move to lawn tractor category that would be great - sorry about that..
