Default Dumb question about 1872 steering

It's power steering, & motor has to be running for it to be power, but is there some type of mechanical linkage also that will turn the wheels if it is not running? If the steering wheel turns an no turning at the front wheels, what's that mean?

Hydraulic power steering= no mechanical linkage. (This is what the tractor has.)

Hydraulic power assisted steering= mechanical linkage. (That is what your car has.)

So, no, the wheels won't turn easily or may not at all without the engine running.
