On the china ebay carb... how was the float setting?? A float not set properly could cause both surging and hard starting. Out of the 10 or so china carbs I have purchased, at least half of them needed float adjusted out of the box

I agree with the float setting. I just repaired a 22hp Kohler Command that would not run without 1/3 choke applied and would backfire and die when the choke was removed or the throttle was increased. Gas level in the carb is not high enough due to incorrect float adjustment.

The only adjustment that I could see on that ebay carb was the low speed idle screw. Flotus leaked fine, no debris and it actuated as expected. The only thing I could do on the ebay carb was clean it.

all floats are adjustable on these carbs. "leaked fine" is not the way to check... Think you need to look over a manual.

Correct float is not adjustable on the original or the ebay special. Both are plastic like pictures above

Well, I cleaned the original carb and put it on. Need to work on the mixture, but she runs way better. Rpms seem low right now, I assume mixture adjustment will help there. Also, it starts perfect,which is what I wanted in the first place. Had it out for several hours today doing work outside and it performed will.
