Default Snowblower belt quick adjuster- 42" 192-353-100

Hi, I am new here. I just bought a cabin and it came with a ~1986 Hydro 782, plus snowblower, mower and tiller.

The snowblower has a lever-type belt tension release/adjustment but I cannot figure out how it works. I have the manual but it does not show the necessary detail.
For now I have just put a carriage bolt in the slot and tightened it down to hold the tension.

Does anyone have one of these such that you could post some pictures so I can see what it is supposed to react against?

I'll include a picture of the rig, a close-up of where the adjuster goes (I had removed the two-piece lever at the time I took the picture), and the manual cover and the pages discussing the adjuster.
The procedure describes moving the lever down to lock the adjustment in place, but the lever on my doesn't really react against the big belt adjustment arm, and there are no past wear marks on the arm where the adjuster lever would have been hitting over the years. Any help would be appreciated.

Unfortunately, the rig is 350 miles away at the cabin and I only have my observations and a few pictures. :-/
