thats what I found, but I am not sure they will come off w/o pulling motor. Am I missing something? appears there are bolts on the shrouds underneath??

May I suggest that you do some diagnosis before you start throwing parts at your project.
Did you disconnect the white magneto kill wire at the plug, coming out of the grommet where the plug wires come out of the fan shroud? If not, do that to eliminate a wiring issue instead of a maybe it is a bad mag coil guess. And yes you have to pull the motor to get the fan shroud off as well as cleaning all the debris from the cooling fins around the cylinders. You will find the mag coil packed full of chit also. Pulling the engine is not a bad job, might take an hour the first time, successive times maybe 30 minutes. let us know what you find. Have you downloaded the free M-18 service manual on our site? it will help you much.
