Well I went back in the carb. I rechecked the new float for the needed specs. Cleaned the vent that didn't have anything in it. I cleaned out the rest of the carb while I was in there, in case something was stuck and not coming out. The gas tank was cleaned and fresh fuel put in. Fresh from the pump, just in case the old stuff is overly contaminated. Although the over flow leak has slowed from about half a pint a day to a few ounces a week, it still leaks out of the over flow. Could the gas tank need a vent to prevent pressure build up and forcing fuel out? That's only thing I can think of now.

The gas tank most certainly has to be vented. That would be done
through the hole in the cap. If that hole is clear than you are good on
that part.

So for the past two weeks, it appeared that something in the long list of advice given here had worked. It wasn't leaking. until this past weekend when it was run for the first time in a few weeks. Since Saturday til now. about a pint has dripped out of the overflow. with the fuel valve shut off. two points that should be stopping fuel aren't. I even cleaned out the gas can that the fuel is stored in. and it has a fresh tank of fuel too. All the old stuff emptied out. Tanks all cleaned, vents cleaned, checked over the fuel shutoff, and carb to make sure it is all seated right. which both are all new rebuild parts. carb kit and such. new needles and seats. everything in this thread has been done. I even unscrewed the fuel cap just to double check. and left it off. still dripping. something is being missed that two stop points are failing. And really, the fuel shut off should not be affecting the carb overflow issue at all. considering it is not normally isn't turned on or off at all in normal operation. we need to focus on the carb first. I am totally stumped, unless something is being missed. a rather obscure something at that.
