Default Is my starter bad?

I'm working on a lawn tractor. Engine doesn't want to crank. It turns but in tiny fits and jerks. I thought the battery was weak and it was...about 11.5 volts. I charged it and it is only very slightly better...still in fits and jerks. Its like it barely has the strength to start to spin but then it hit the compression and stops. If I hold the key on it MAY make it through the compression one time but thats it. Now I jumped directly to the starter and got the exact same result. No stronger, no weaker. I'm thinking the starter is dragging. Can I test it or can a place like autozone test it? They are closed right now.

I may be wrong about the starter. I found this video https://www.youtube.com/watch?v=zJlYQ19WBns which explains that the "Mower Won't Turn Over, Starter Hangs Up, Turns Slowly" symptoms are caused by a bad valve adjustment.

I think maybe you might want to get your battery tested... That is after if you determine the connections @ battery, solenoid, starter and ground to be nice, bright and tight.

Agreed, your battery sounds bad. even if it is a full 12.6/7 volts, it still may be weak and not able to turn over the motor.

Another vote for the battery. It is always best to start at the beginning
and work your way to the problem then to start putting parts in and
and hoping something will change.
Has the engine turned over normally and just began this problem
or has it always been like this?

I would also vote for the battery, it might be at 12.5VDC, but not have enough currant to crank it.
