If the lever is down, the valves are likely stuck in that position and the tractor should be able to be moved.
At this point, all bets are off.
Sorry to hear about the fellows problems here.
Wish I could offer more help.
For $750 you should be able to purchase a running mowing Cub w/little or no issues other than cosmetics.

I'm not out anything, and I'm in no rush. I have a Cub Cadet GT 2000, but I always wanted an IH Cub Cadet. I'll keep looking. I like the 123, 127, 147, 109, 129, 149, and 169. They come up often in my area, so something decent will eventually pop up.

I'm also entertaining the idea of going green (I can't believe I said it) and getting a John Deere 430. Those tractors are amazing.

I'lll shortly be selling 2 123's that are complete and both of which I've seen running , one 3 yrs ago, one last year. I'm selling both for $450 combined.

Just another reference point.
