Well that's good to know Alvy. Before I tear the PTO completely apart and start from scratch, here's a quick video I did. Two of the 3 "fingers" are loose when the lever is engaged, the other doesn't move at all. Are they all supposed to be loose when PTO is engaged, or maybe they should never be loose?

Time for some stupid questions.
Are you using the correct gauge to set the pto?lets see a picture of it. The fingers should not move when the pto is engaged or disengaged either. When you have the 1st set of nuts on and adjust it, then you put the second set on, you have to make sure the bolt is not turning when you tighten the second nut. I have never seen a pto like yours, normally it has round tits sticking out of it, they look square in your video.

Watched the video. It looked like the PTO was engaged,(you actually say that in the video) that is, the actuator (and control handle) were pushed forward, as it would be when the mower deck would be running. In that position, you should not be able to move the pulley. The clutch fingers should not be loose in any case. If you pull the control handle back and latch it, the fiber button will push on the center PTO button, pressing the springs in and releasing the pulley so it can move independent from the engine.
If my observation is wrong wrt to the position of the actuator, I apologize. But that's what it looks like to me.

Looking at the vid. I'd say that the PTO was adjusted wrong somehow, could have been with the wrong gauge.

Lew do you think that Saturn has the pto that should have the end brake on it? That might explain the reliefs cut out in it and the weird square pegs? Does that pto use different components or maybe some are missing which is causing the issue? I've never seen one. I'm still thinking an adjustment issue as well. X2 Saturn do you have the WF gauge? And yeah, the balance of those fingers is weird sometimes and one will be loose and others will be tight if it's not adjusted right while released.

Mike I have one with a brake on it and they are round, almost looks like it was put on a lathe and turned down.

From the pics you show those springs look to be bent.
