AS A TEST...... Run a Jump Wire from the terminal with the Brown Wire to the terminal with the Green Wire on the Relay, and see if the PTO engages. If it does, then there is a Relay or control voltage issue. If not, then you have a PTO issue.
The only relay on the 2165 is Part No:925-1648 You can use the one in the attachment. It just has a heavier amp rating.
