I didn't say that the lack of the spring would fix his problem, I just meant to add to what was already stated about adjusting governor/throttle. He stated that he couldn't see a spring anywhere which meant to me he needs to make sure that it has one, that's it.

I understand what you are saying.

I'm saying that if the spring wasn't there at all, the governor should ALWAYS hold the carb in the idle position. Unless the governor is out of adjustment.

thanks everybody. yes, that spring is on there. i was thinking there should be another one somewhere else but i am wrong. i will heed everybody's advice and readjust the governor when i get home later on tonight or tomorrow and report back.

problem solved! here's what was going on. the governor was out of adjustment, but not too much. i didn't notice that this linkage was a little tweaked on the throttle shaft so it was grabbing funny. the combination of these 2 was making it run way up, and fixing both of these, it runs great now. i also added headlights to the machine as well for future night snow removal.

last thing on the list for now, find a good seat???

One more question, I had the machine at full throttle with the hydro all the way open goin quick and after a bit the motor seems to dog out a little bit as if it was under load. Would moving the spring for more tension help this?

No. That just changes the sensitivity. You have other problems.

Any idea what it may be j mech? It runs absolutely fantastic at idle and full throttle when it is sitting not moving, and at a slowish/medium pace moving forward. As soon as the hydro is wide open it starts to bog like it's under load, and once the hydro is backed off it throttles right back up again.
