You will need a 1" pipe tap with the about the first 3'8th inch of the leading edge cut off so it doesn't bottom out and some good tapping fluid. You will need to be extremely cautious while doing this as the area you will be chasing will be work hardened from all the heat cycles.

Well Cooperino the existing threads could possibly be full of carbon giving the appearance of compromised threads. Unless you chase out the existing threads you have no idea what you are dealing with.

I know that the threads are messed up because why else would the wrong exhaust fit but the original elbow doesn't?

Like, they're there but they're sized up.

Appearence? There's literally no chunks of carbon on the threads. They're tapped for a bigger size pipe, that's all.
