It was. I took the charger off about 15 minutes before the test. I had it on to make sure that the lawn mower would start to check and see if it was charging.

IF....the V/R put out less than 14.7VDC with the jumper wire, then the V/R is bad.

That's kinda what I figured. I see what you had me do, just testing that ground wasn't the issue. Would you recommend moving the ground anyways? Or just clean it up and run it the way it was?

I don't know your grounding situation. But I have always felt that CC had a poor design.
ON MY TRACTORS............. I run a ground cable from the Battery to the Frame and another cable from the Frame to the Engine Block. I use heavy gauge Cable. I polish to bare metal the contact points on the Frame & Engine Block and use Stainless Steel Nuts and Bolts. Have NO grounding issues.
