Okay figured I'd check. the picture did a great job highlighting exactly where mine was cobbled so thank you for posting! I figured I'd ask before I overlook something else

You may have the wrong carburetor OR someone may have installed a different flywheel and sheet metal from a Kohler AQS meant for the Quietline series 1450. Is so well you need a different carb to make what you work or find the correct engine for your tractor.

Just measured my carb and it is 3" deep.
So the three holes lined up and you screwed the back half of air cleaner on?

WAIT A MINUTE! That's right! I'm having a senior moment. I put an aftermarket carburetor on mine and had to grind some stock off of the tab on the throttle shaft for clearance. I bet that is what's happening. Make sense?

I realize that this isn't going to be the factory set up, for the time being. Is there any gain to switching over to the new governor spring set up if in fact this is an older motor under the tin. Are there any benefits to the longer spring, other than factory appeal?
I need to start looking into on how to identify the block once I take things apart at a later time.

Is that carb a #30 or a #26?

Just took off the carb and measured the bore of the inner side. It was a hair over 26 mm
