With it not running, try partially un-screwing the filter to purge the air from the pick up tube, then tighten filter back up once fluid comes out and try it again. If it still wont prime you will have to fill the filter with fluid before installation.

I typically fill the filter before installation on everything including my vehicles. On horizontal installations I fill the filter and let the oil soak in to the element. Then I start rotating the filter as I turn it to the horizontal position and screw it on with little loss. If you have to take the filter off to fill it you will loose several quarts so be sure to place a clean oil drain pan under it for re-installation of oil.

Try this, raise the front wheels off the ground and start the tractor, then start turning the steering wheel to full left and right. It will allow the air to purge out through the steering valve through the return line. Sometimes when I change the hydraulic filters on some of our older 66 series farm tractors that is the only way to get the pump to prime up. I had this happen once to one of my hydro cubs and it worked for me.

The filter is on the suction side, unscrewing it will only suck more air into the system.
Wrap a rag around an air hose and introduce a pound or two into the system through the fill hole, thus helping to prime the system with oil under a slight pressure.
Careful as you don't want to use a large amount of pressure, just a couple of pounds.
BTDT works well.

I would also check and make sure you didn't do something to the suction tube that is near the drain plug.

You don't have it running when you loosen the filter to purge the air from the suction line. The fluid level is above the the filter so it will purge the air out.

Glad it worked out for the best for you. Looks like gravity finally did its job and filled the filter. It is always a concern when something like this happens.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
