I was hoping to have the cylinder rebuilt anyway because of a small leak, but for the price he was suggesting I would rather have new parts and still save over $250.

Sam thank you for the recommendation. I will definitely be checking these guys out.

I worked at a shop that reworked cylinder rods. I'm sure he gave you that price just for the heck of it. we wouldn't do any welding on the eye only dot welds on the rod face that got ground down and replated.. Just make sure the rod is all the way out. If you want to do the reseal kit yourself it's not really a big deal if you can get the spanner cap off. Just don't use heat otherwise you could mess up the relief. If you can't feel any scratches with your fingernail on the rod a reseal kit is all you should need and should be cheap even if you have someone else do it.

A friend and I tried to extract the threaded screw in the cylinder and got no where. So I had a local shop weld it back together. Hopefully get it back together before next storm.
