Is the seat supposed to be an bare steel pan or did they come with padded seats???

They came bare metal. But you could and still can get padded seat covers for them. I think the metal seats are quite comfy.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester.
