Hook that spring onto the tab for the deck where the j-pin is. Then push down on the end of the bar and hook it under the frame by the rear axle.
Just an auxiliary spring assist for deck lift, and depending on which deck you have it actually does make quite a difference in the amount of effort required to move the deck up an down. Some models also have spring assist that is adjustable on the opposite side. As for the PTO problem, as aforementioned we cannot discuss the safety feature, but if you are having a problem with the PTO not wanting to re-engage after it cycles several times I'd check your PTO relay first. They're known problem areas on these models. Also may have something to do with the heat that the PTO is under, make sure your muffler is operating properly (another problem area) and not blowing hot exhaust onto the PTO. Field coil may be getting weak, and heat doesn't help. If both of those check out, start tracing your electrical circuit.
