Thanks for the suggestions, guy! I haven't had much time to work on it in the last couple days but I did at least check the fuse and it appears alright. I want to take a closer look this weekend and make sure I'm getting 12v and good ground along with checking out everything else you all suggested. I'll post back as soon as I find out more, thanks again guys, y'all are the best!

While checking the 12volts, use an older analog meter or test light. Sometimes the high impedance of the digital meters don't have enough circuit loading to accurately read the voltage, particularly if poor connections are involved.
Never mind HOW I know...I just know

Well, update time: I went out to the garage last night to put new skid shoes on my blade and decided to take a look at the 682. I checked to make sure the PTO 12v wire was connected, started it, and violla! PTO worked, and worked, and worked. Left it run for about 35 minutes and kept flipping that switch; worked every stinking time. I even turned it off and was able to flip the switch and hear the "click" several times. I'm going to be so angry if that was it
Not really, I'd be glad if it was something so simple, but time will tell. Now to mount the blower back up to it. I'll update if anything changes but I've got a weird feeling it's not going to be that easy

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.
MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
