This is the thread I did when I re-lined the pads for my 121 http://www.onlycubcadets.net/forum/s...ad.php?t=22005 If your pads are riveted on just drill out the rivets and glue the new pads on.

Rudy, how thick are your pads. We need some pics because the lever that pushes on the caliper will also sometimes wear and not cause it to move enough. Look at the other end of the lever that the spring attaches to and see if it is worn.
I followed Matt G's write up when I did a set a few years ago + McMaster-Carr is in our backyard and you will have the material in a day. Good luck!

My four pads were down to about 1/8 inch on all four pads. I found a set of four pads with about 1/4 inch on them on ebay and ordered them for $15. I'll let you all now how they turn out. Oak, I understand what you are saying about the hardware in the calipers and the arms but mine looked pretty good with not too much wear. I took the calipers all apart and cleaned and lubed them and found out that if I tightened them to the full tight position the arm fully screwed in to the shackle would not activate the brakes due to not enought pad left on them. One side was ok but the other was too far gone to salvage. One thing that I did notice was how simple and effective the brakes are on these old Cubs. Not a lot to go wrong on them and a pure simple design.
