Should be a sticker on the front of your mule drive that tells you how to adjust the PTO belt.

I don't think there is an 1864 manual. Use 1862 for reference.

The PTO to deck belt is adjusted using the threaded rod on the front of the mule drive. The pulleys should be close to the same distance from the mule drive bracket holding the threaded rod and spring tension indicator (the bent metal thing on the front of the mule drive). The indicator has a small V notch and square lock notch slot. The tension is is adjusted with the rod such that the front mule bracket is between lock notch and V notch.

The belt tension adjustment is described in the deck owners manual. Perhaps a manual is available online or ebay.
