Try turning the puller so that you are pulling up in different places around the wheel. Make sure you are pulling the wheel up straight and not more in one spot than another causing it to bind because it is not coming off parallel the shaft.

If the cap was missing it will be really really rusty. It may take a few days of soaking.

Default Removing stuck steering wheel
Maybe the use of a slide hammer (auto body type) in combination with the puller might do the trick...gonna be a two man job!

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester.
