I would pull the tank and flush it, I do it on every rig I get.

Given the information you have given, that was a very logical assumption. You NEVER ONCE said that you were not the one who had done the work to the tractor, nor did you give any indication that you wouldn't know the answer because you weren't the one who did it. This is info that would have been handy to have UP FRONT.

fleetside is incorrect. We can diagnose this over the internet, I do it for people all the time. But it DOES require questions to be answered by someone who knows, or admits that they don't know (or in this case haven't been working on it). I want to know, and still haven't gotten an answer, if the engine has been properly timed, or if the points were just gapped, and if the carb has been tuned, or just had the "preliminary" adjustments made so that it will start??

Yes, I agree, I think it has a fuel blockage. But it may just be that the carb needs a little tuning, which Olds and I have mentioned, and yet the OP hasn't yet tried.....

Here's a picture of a sediment bowl, all are very similar. Yes the t-handle is the shut off. On the bottom of the bowl is a knurled nut. Unscrew it and the metal clamp/bail comes off then clean the bowl. Pay attention to the gasket around the top where the bowl seats. If damaged it will leak. Do the reverse procedure to reinstall. I'd clean the tank, bowl install new fuel lines an clean the carb again.image.jpeg
