I had a similar problem on my 1772. I found some burned connections where the Kubota VR plugs into the tractor harness. I got a new regulator and a connector kit to replace all connections. It's been rock solid since.

I would be looking at the Voltage Regulator, and checking to make sure it is properly grounded. If that is good, then replace is in store.

I replaced the VR on a 2182 with a Kohler VR. Worked out very well.

Agreed. With these small output alternators, what I see happen even with a good battery is this. The battery will show 12.6 + or - before cranking. You crank the engine over thus pulling some charge off of it. The alternator being such a small amount of output takes time for the battery to recover. If you were to test the output at VR without battery you will most likely see your 13.6 + or - but once you connect that battery it will drop because the battery will overtake the output of the VR until it charges some and stabilizes. I thought I was having a problem with my 1641 but it turned out the battery just needs time to recover after cranking.

Thanks for the advice. Ground is good so I have a new regulator ordered and will provide an update afterwards. I need this tractor for snow removal so I am not tackling the kohler regulator upgrade now but I like the idea and location.

One thing to watch out for is not all regulators are regulators and could be full-wave rectifiers. If not careful you could end up with a higher than expected output voltage and could possibly damage electronics. The Kubota regulator has an internal voltage reference that shuts down the output when the battery voltage has reached full charge,

New voltage regulator is install and I am getting consistent voltage readings with and without a load. Thank you to everyone for your feedback, comments and knowledge.
