I wonder if the impeller is not pressed onto the shaft far enough. They have a spec for the pump on the WG600 gas engine used in the 2182.

looking @ Sam's pix, it might be possible if say a silly-cone sealer was used instead of a gasket, or too thin a gasket, that the clearance would be non existent and cause the bind,
worth a check before you wash your hands and send it to a repair facility. Might be as simple an an additional gasket

Allen did you not use a gasket? The Cub parts site shows a gasket, #8 in the pic.
