If the pump is run off the PTO, then the PTO has to be ON to RUN the PUMP!!
Period!

The pump at idle, probably don't offer enough of a load to stop the PTO from the residual spinning when in the OFF position
like it does when a deck is installed
Are you sure the PTO is properly adjusted?

Did this loader function when you purchased it or did it not work? If it worked what if anything lead to it not functioning. Did you perform any work on it which may have caused it to not work anymore? Just wondering not trying to bash you.

Ok wow! The arrow shows the pump shaft is spinning in the right direction yet i disconnected the OUT hose from the pump and turned it the way the arrow shows... Nothing. I turned the other way and it pumps out so... Someone must have changed the direction of the pump for it to spin the correct way according to the arrow yet not pump out unless spun the other direction. Ok... Problem found! Finally! So how can i change the pump direction back to original?

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
