Default 21 horsepower Vanguard governor

I recently bought a 2521 CC that has a 21 horsepower Vanguard in it.

The seller said the engine was "blown up' or "locked up", don't really remember.

I finally got around to looking at it. Looks like the end of the governor shaft has pushed a hole in the front crankcase cover, just the size of the shaft. It also appears the engine was run for quite some time like this as the front and left side of the engine is covered in oil and dirt.

The engine spins over just fine on the starter motor and it feels like both cylinders have compression even though I have not gauged them nor have I pulled the valve covers.

Does this situation ring a bell for anyone that might advise what the problem is before I take it apart?

I had my 16 HP apart a few years ago. Picture of the governor and cover here https://www.onlycubcadets.net/forum/...t=38502&page=3 See Post #25. I don't see any thing that would wear through the cover but the 21 hp may be different.

The 21 looks similar.

The cam didn't wear through the front cover. Looking at the casting, it looks like it just pushed a plug out of the cover and you can see the round end of the shaft.

The engine rotates very smooth with compression feel.

The front cover looks like something hit the back of the camshaft and pushed a hole in the cover.

Only way I can see that happen is if the camshaft is broken. I guess the next move is to make sure all four rockers are moving.
