1641 deck leveling + raise lower
There are adjustable eyelets on the front of the deck that the mule drive forks go into. On a level floor, put blocks under the 4 corners of the deck to position it where you want and adjust the nuts on the eyelets to slightly lift the deck.
The front of the deck should be slightly tilted forward to get the best cut. Let the deck hang from the the tractor and not ride the ground except if there is a small hump in the lawn. The pointer is just a relative indication of the lift height. Four inches is about all you will be able to raise the deck off the ground.

Probably wouldn't hurt to remove the deck and the mule drive and check everything over. It's hard to adjust anything when nuts and bolts are rusted and frozen.
An owners manual would help with set-up and adjusting everything. The mule drive hanger on the right side will need to be adjusted to level the deck. The other one is fixed and not adjustable. Also, make sure the floor area where you are working is smooth and level to aid in setting everything up.
