Default m18 carb linkage help

What is this part that I am pointing at with the red wire? I don't remember anything being hooked up there before I started working on this a YEAR ago
Also, where the throttle cable hooks to the lever there is a stop (inside the red circle) or bent up piece. How do I set this? Is this the top end rpm adjustment?
Thanks for any help, I've never worked on one of these. Also,I looked at the service manual and didn't see anything about it. If anyone has a link to a pdf that has this info it would be great.

Chip, it looks like they have a pretty good view of this in the manual on page 6A.15. I have pics of my Mag but it has the Kohler adjustable on it.

OK, I see that. I didn't even look in that section since this is a Walbro. It appears that is for the Kohler carb only then (the arm in the red circle). In the Walbro section they don't even show the linkage, or atleast the first quick reading I just did I didn't see it. I'll study it more tommorow. I did manage to dig up a picture that had the linkage of this engine before I removed anything so that will give me a starting point.
