I suspect not, a 10hp has a bore of 3.251" and the 16hp has a bore of 3.750", that's roughly 1/4" of material from the side wall. I'm not sure on the side wall thickness, but I don't think it will leave you with enough.

I'm not debating that they're tough little engine, I love working them good and hard.
The stroke is easily changed with a K301 crankshaft. You might be able to bore it out to 3.375", making it into K301, but going to 3.750" I don't think will leave you with enough cylinder wall thickness. You'll start the thing and blow the jug right off it.
