Did this problem occur before you did the work??
Did you mess with the starter switch wiring any?
Are you sure the V/R is correct for the application and wired correctly?

The voltage regulator is Stens 435-040. Listed that part # has 4 terminals. The starter relay is Stens 435-008 3 terminal. The problem started after I changed these, never moved wires on it ignition switch.

Something is NOT wired right or you have the wrong parts.

Hard to disagree;with the others...... I'm curious to why were you replacing these parts before the problem? Recheck your wiring and do make sure the regulator is properly grounded.

problem located

Found the problem it was the green wire to voltage/ starter generator when I disconnect the green wire from the starter generator it works with the key switch what would cause that

All "will fit" voltage regulators are NOT created equal.
We get this very same question more than once a month here.
The regulators have to be wired as per their lug identified terminals, not their physical location on the regulator.:bigthink:

Thats what I did followed label on voltage regulator

That wire is not green, it is blue. It prolly will not be charging the batt tree now that it is disconnected.
A picture of how you wired it would help...

Top terminal says f and is yellow. The middle says bat and is grey. The bottom is blue/green and says l

That blue wire should be on the terminal marked gen.

As I have said this before, go to the Technical Library Section, on page #5, and download the wiring diagram for your tractor. Trace each wire to make sure it goes to the correct terminal.

UPDATE:

Here is yet another example of Stens making a POOR cross reference and/or substitution.

The #435-040 V/R is a correct substitution for the CC #IH-121577-C1 but, NOT totally accurate for the IH-545130RXX. ,

IF..... using the Stens 435-040, one does NOT use the "L" terminal. Disregard and insulate.

Seen this same thing happen this spring, on my son's 2072. Stens crossed the ignition switch, my son bought it, and it did NOT work. Very bad substitution. Tried calling Stens to report this. NO ONE at Stens was interested in hearing about their error.
Lessened learned, don't buy Stens products unless you really do your research.

BTW: According to YOUR picture, the V/R is not wired right.
