Did IH ever make a mulching cover for the 44in decks?

No. The CPE-2 parts book does not show a mulching cover for the 38, 44 and 50 (a or c) decks. :beerchug:

Did they have any kind of shield there?

There is a discharge shield that can be bolted on, yes. But believe me, if you don't have one, you don't want it. They cause the deck to clog in wet or heavy (thick) grass. That's why they are usually missing.

I made a plate to go on a stamped style deck. It works well with Gator blades.

Ok. Do you have a picture or part number I could look up. I would like to at least try something and see if it works for me.

I never took the plate I made off the deck last fall and the deck is in storage. I'll be getting it out soon and I'll get a picture. The deflector in a IH 1254726-C1 according to the part manual. Here is a picture.

Looks like the part number is changed to 703-0132-0498. Still available from Cub for $45.00.
