If I read your post right, it sounds like your seals are in wrong. The steel side of of the seal on the top seals should face up toward the pulleys. The bottom seals should face the same way.

But maybe I didn't read your post right?

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
