PTO clutch mounting

I'm re-assembling a 1610 basket case which came with a non standard engine, B&S 18.5HP. Trying to re-connect PTO clutch - how is it supposed to mount so that the housing (item 12 in diagram) does not rotate? Should the PTO clutch assembly just bump up into the notch in the plate (item 5), so that the plate grips one of the triangle-points the PTO assembly? Or is there another bracket, bolt, etc. I have all the pieces in the diagram.

Also looking for info on how long the shaft from the engine is supposed to be on a standard engine so that the PTO clutch fits. This one sticks down 3" below the sheetmetal. About 3-1/4" long total from engine block. Thinking mine might be short, and if so I may need to shorten a spacer. Thanks for any info!
