We dug around with a small screwdriver and it resembled the end of a broken bolt, perhaps we need to be a little more aggressive to see if the correct fastener is in there with real hard crud in it.... or if it is a previous owner repair gone bad. Thanks Jeff for the pictures of what it should be and thanks all for the advice!

Jeff is correct about what should be in the hole, however I have seen po's try to use anything that they have laying around just to be able to say that they "fixed it".
Hardware store screws of that size are pretty soft and could twist off in there pretty easy...
