Todd great link! If you download the 3000 series service manual it shows that the charge pump has a flat on the right side if you were sitting on the tractor.

Think I'm going to look through a few more of the manuals on this site. They have a lot of the newer stuff covered that I've not worked on.

Sorry, I wan't paying attention to the model. It doesn't matter. I have a PDF of the Hydro-Gear BDU-10/21 hydros. It can be run either direction. So, yes the charge pump can be flipped 180°.

So chock one up to operator error

when I put the charge plate back on I flipped it 180 degrees so it wasn't letting the oil pass.

For anyone who may have a similar issue in the future the 2 oil passage holes go on the left side

I would have taken photos but I got so exited that I might not have to replace the charge pump &/or other components that I through it back together to try it.
