Can anyone tell me why on earth the hole in most flat washers is large enough for the next size bolt to fit through?

I agree it is annoying. I have had to keep some metric washers around to find a best fit sometimes. Use those mostly for the smaller OD.

SAE washers have a closer fit but also are a smaller outer diameter.

Not for sure why, but I think the Russians are involved... I wondered it tonight as I was buying them for my frankenstein bolts for the front.

I never thought about it before but you're right... It does have a hint of Communism.

Maybe I should attempt to contact someone at the EWWHMC (Evil World Wide Hardware Manufactures Consortium) and see if I can get to the bottom of this.

Yea bugs me too! So I usually use the next size small washers that seem to fit the bolt better.
