PTO set screw holes dont line up

set screw holes dont line up but there appears to be pins that keep it that way any help is appreciated attached pic should help

it explains how to line those up in the manual. basically push the center button in and rotate the PTO till they lineup, I've found rapidly taping on the button with a small hammer while twisting the PTO in the direction you want to go works pretty good to

Those are not pins, they are anti rattle clips. They don't keep the set screw holes from lining up. The pulley will rotate if you apply pressure to the center of the PTO. I generally tap the center button with a hammer while trying to turn the pulley. It moves a small amount each time. A few dozen taps and the pulley will eventually get aligned. Try it!

Everytime you use the pto, the pulley stops in a different or random position as far as the holes lining up with the gaps in the basket portion.
When you ever need to work on it and remove those set screws, if the set screws happen to be inline with the gaps..............
Go buy a lotto ticket immediately.
