I'm going to toss out a few possibilities.

1: You got something wrong when you rebuilt the valve. Do you have a copy of the service manual? If not PM me with your e-mail address and I'll e-mail it to you.

2: The lift stop needs to be adjusted. I don't know if you have the early or late style lift control. Early has the knob on the side of the frame late has the rod that comes out through the back plate on the tractor. (pic is the early style)

3: The seal inside the lift cylinder is bad allowing oil to bypass.

I'm with Sam on this, sound like something up with the valve causing back pressure on the cylinder, being that it returns to the same position even with the rockshaft off. A quick and dirty way to see if the cylinder has backpressure ( or at least what I would do) is crack a line loose on one side, throw a rag over it and an oil pan under it , and see if it will move in one direction.

Well after considerable time and thought I reflected back on my notes and realized the valve was reinstalled upside down. I followed the rebuild instructions rather than my notes, rotated the valve 180 and full operation!

The past day or so I've been searching the forum, trying to figure out why the hydraulic lift cylinder on a 2182 hasn't been functioning properly. Come to find out, it had the same issue as this thread...the spool was indexed 180 degrees off. The people sharing help and ideas here get a huge thumbs up for saving me a big headache!
