Default erratic voltage

Hello All, Hopefully I can get a little insite from the guru's. I have searched the threads and found a few threads, however I haven't ran across this specific question. 1978 1450 QL I noticed that the battery is leaking, So I checked my voltage at the battery with a digital meter, the voltage is very erratic, seems to come and go, will show 16 for a moment then flickers off. I presume it is a bad V/R so I swapped it with one from my 1650. Now I can not say that one is good either, but I get the same result. I have checked continuity for ground on the v/r is good. About 35 volts AC on stator. So I guess my question is is it likely that both regulator are bad? On this particular tractor the connections going to the switch have been hot, hot enough to melt the packard connector and the amp gauge is pegged to the + side ( broken always pegged)
Can anyone say how reliable the V/Rs on these are?

Reliable enough to say you shouldn't be seeing 16V.....

Congrats on the 1450!! isn't it a great feeling to drag one home and hear that first pop? My grandfather would always ask when we drug something home "did ya hear a pop yet?!"
Mom still uses the 1450 I grew up on...continuous weekly duties for 40 years now!
