Mike, you can check the clutch windings with your meter. Set your meter to ohms like I have here, one test lead to the plug and the other to the metal housing of the clutch. Make sure you have a good connection on both leads. This is a rear pto but you should get around 3 to 5 ohms.

Oak, what setting do I use on my meter though? I have numbers from 20M down to 200 in the OHM section on the bottom left. I am guessing I set it to 200 since the number will be lower than 200 that I am looking for?

Use the lowest scale, say 0-200 Ohms.

By putting the power directly to the connector by using the Jumper Wire Method, it will either engage or not.

Anyone know if the clutch from a KT-17 and a Mag 20 are the same. Interchangeable? Shaft size the same?

The PTO clutch from a 782 (KT-17) and a 2072 (M-20) are the same ----> 917-3044

The PTO for a 982 is ----> 917-3012

Sounds good at least I know I can swap them out of needed. I dumped the Onan engine in the 982, have the Mag 20 in it now. Going to try Oak & Roland's diagnostics now. With me luck. If you guys see a large bright light to the North East do not worry it is just me blowing up my 982 due to frustration!

Did Oak's test - nothing
Did your test Roland - nothing

So off comes the clutch! It has to be the clutch itself. Pictures of it taken. Just need to resize them on computer to let you see what I found. Will tell you one thing - a Mag 20 is so far 100 times easier to break down than an Onan!!!! Omg!
