If those are the only choices, i'd choose #3. Is there room for a mount like on the later Cub's?

As mentioned in Post #9 about the hood possibly getting switched, highly unlikely but so too could the pedestal. My vote would be for somewhere on the frame with additional possibilities circled in red.
