FOLLOW UP IN CASE SOMEONE SEARCHES THIS LATER: SHORT ANSWER - I NEEDED A NEW PTO.

Ordered the PTO off of Amazon from Xtreme Outdoor. Installation took 30 minutes, 10 of that was spent cleaning the deck and pulleys since I already had the deck out. One wrench and a screwdriver was all it took. Cranked right up, blades didn't move. Pulled the knob, blades turn and it's smoother than it ever was before. I didn't realize how much vibration it used to have, all that is gone now. After looking at the old clutch it was obvious that it had self destructed and parts were wedged in the bearing so whether it was turned on or off the blades would turn.

Now I just need to find a new muffler and this thing will be as good as new. Thanks for the help.

Default New pro fixed my problem

Solved problem of blades turning all time with motor running.
Turning pro switch on or off had no effect on my 2145
