OK, then the only other diagram I can find is this one. It is as you describe. If you note part #2 is forward/reverse shaft. I have highlighted it in green. This shaft rotates whenever you press down the forward or reverse pedals. Highlighted in pink, is the same part but shown in 3 sections. It looks to me like the leftmost section (near #25 on the drawing) is the end that is shown and is designated "Control Cam" #6) in the Adjustments Section of the Service Manual.
Therefore it looks like the rod you are looking at is the only option that you have. Might as well give it a try, but I would suggest marking it somehow so you can put it back where it was if things don't work out. Good luck and let us know how it works out.

I adjusted it. Gives me a little more forward speed and a little less reverse speed. Also a hard stop when letting off reverse. Not creeping, but it costs to a stop a little when you lay off the forward pedal.
Will ride it a little this weekend and see how bbn I like it
