For #3, when I say tested, I mean by sound. I would sometimes hear the relay click, sometimes I wouldn't. However, I couldn't figure out where the relay was.

If diagrams and exploded views don't show the relay, it might just be pigtailed and taped to the wiring harness. It seems relay is available and cheap.

Here is an Isolated Diagram of the PTO.

* The BLU/WHT wire is your 12V+ coming from the PTO Switch
* The WHT wire is your ground that comes from the Reverse Relay then to the RMC Module.

AS A TEST......

Run a jumper wire from Battery Ground to the WHT wire (bypassing all devices) and see if your PTO clutch works.

Report back on your findings.

Yes, with this setup you can hear the PTO working.

Did you actually start the tractor, and turn on the PTO as requested, with the Test Procedure ??

Did it with the mower ON this time. Blades spin, yes.

Then, the problem lies with the Ground Side of the circuit.
