I hope I'm in the right place, well I have a cub cadet LTX1040 Automatic that needed the deck belt replaced, it's model#13WX90AS256. Well I dropped the 42" deck and routed the new belt, connected everything right but the blades won't spin, I looked at the belt and saw it was loose, I don't know why this is. The deck belt part # is 954-04060C or 754-04060C I don't have the old belt to compare it with, the only possibility thing i can think of is maybe it's a return and thats not the correct one, please help.

I looked up your model # and it appears that you listed the correct belt part #. It appears your replacement belt should be 1/2" x 96-1/2" and you should verify you have the correct size by measuring. Also, you have to be sure you routed the belt correctly thru the mower deck (two spindles, two idlers, and one drive) and that the idler pulley(s) has the proper spring tension. There are illustrations available for you to correctly install the belt online. Good luck
